What Causes Bright Red Itchy Rashes Around The Belly Button?

I have this bright red itchy rash around my belly button. When I first got it about a month ago it was dry, peeling, and itchy. Then earlier this week it became smooth but it is still red and itchy. It also is forming smaller bumps around it. Any idea on what it is?
