What Causes Excessive Sleepiness And Crying In An Infant?

i think my sister in law is giving my 2 month old nephew something. every time we get him after shes had him for a few days, he don t act himself. hes more jumpy and eyes look weird and sleeps more, past 2 times he cries/fussy more for no reason, this time hes eating more and sucking on fists more
