What Causes Rashes Over Both The Arms Which Are Dark?
I have rash marks over both of my arms, which was duty to alert reaction and they are dark. I have gone to a skin specialty and I was told that I would have to let it wear out, but it has been over 10+ years and the spot are still there and they keep me from wearing short sleeves.

The rash could be due to either ultraviolet radiation or due to a condition called macular amyloidosis. But you need not worry as both are harmless conditions.
These problems cause only cosmetic problems. Try to use sunscreen lotion for arms every day. This will reduce the severity of the rash in the long run.
