Hi....by what you quote I feel that the kid might be having a bleeding disorder, either congenital or aquired... Mostly congenital, considering the age of presentation. The bluish discoloration you are noticing is a subcutaneous bleed or bruise and the small lump you are able to palpate is a subcutaneous blood clot.
Your grandchild needs evaluation and I suggest you take her to the nearest emergency room as soon as possible. This I am suggesting because - if the kid has a spontaneous bleeding like this internally, as she might require emergency blood products.
