What Is The Treatment For Photophobia?

My 15 month old eyes are very sensitive to light, he will not open his eyes if he goes outside nor sometimes at home with the light on in the house. Ive tooken him to an eye specialist and they said they have done blood work but the only thing that comes up is inflamation in his body, they also said he has red bumps on his eye ball but, recently he started to get this really bad rash and was diagnosed with HSP but now they are saying they highly doubt it is HSP. My sons doctors have been telling me that somehow his eye problem and rash problem is connected. Any adivce about what might be wrong with him?
