What Other Than Hernia Could Be The Lump On The Belly Button ?

my daughter has a lump on her belly button ive bin told its a hernia and ive also bin told its not. ive researchd a hernia ad it doesnt look like 1 it is all gooey and has green gooey stuff goin all over my daughters vest and nappy. my doctor said it will dry up and fall off but hernias dont do that is it a hernia? if not what is it?
