Why Does My 16 Month Old Child Have Swollen Gums?

16 month old grandson has extremely swollen gums with what appear to be bruises behind the front teeth. He's had the front teeth for some time now. What could this be? There is also excessive drooling going on. He'svery fussy and cries a lot and runs temps from 99 to 102.
