2 Year Old, Scaly Itching Rash On Buttocks. Taking Medication. Eczema? Diaper Rash?

My 2 year old daughter has had a scaly itching rash only on her buttocks for almost a year now. It looks worse when she gets in the tub (turns really red) & she always complains that it itches. I've tried Alpha phor, desitin, hydrocortisone cream, eczema lotion, baby lotion & nothing seems to work. Could this be eczema? What could I do to help relieve some of the itching & take it away? She is still in diapers, could this be the cause?

Stop using diapers immediately.Keep the area well hydrated and clean.Apply a mild steroid with moisturizer.
