Are Skin Rashes A Sign Of HIV?

I have skin rashes in my arms and back also I had pharengytis few weeks back and it got cured after consulting with doctor and taking medicine bt still my rashes r there and also have seen smegmas. My doctor said he dont think any serious illness I have. I asked him about HIV. But he said NO . I am still scared. Please suggest and help.
