Can Androangen Causes Rashes On Neck?

dear Doctor, a dermatologist sugested me to take androangen to stop hair fall, and Isotroin for my skin and apply depivite cream in the night, however post taking these medicines and applying the cream i have developed rashes around my neck which is itchy, she has suggested me halobet ointment, kindly suggest
