Pulling And Burning Below Waist, Burning Rash. Undergone Knee Replacement. Opinion?

My husband has been suffering from a "pulling and burning" below the waist on the left side for a couple of weeks. The area in question is not quite half way to the front hip area. He also has a burning rash that welts up when scratched. He had the same rash for over 3 years starting about 7 years ago. It left in the meantime and returned this March after he returned from receiving a knee replacement. The "pulling and burning" sensation was severe enough again this afternoon that he considered going to the ER.
