What Causes Sporadic Red Spots On The Belly And Leg In A 2 Year Old?

My 2 year old has a red, infected looking belly button. He also has a few sporadic red spots on his belly and legs (none on his back or arms). Also what looks like a rash on his groin area that comes and goes. No fever or runny nose or other symptons.
