What Is The Cure For Cough And Body Rash Of A 3 Year Old Kid?

My 3 year old has had an annoying cough (sounds dry/tickly) for about 2 weeks now now today he seems really lethargic and feels clammy to the touch. He has also got a rash in a few places on his body, which seems to move to different parts of his body rather than spread.
